  AB: In this paper some of the mechanisms by which black and ethnic            
      minorities can be put at a particular disadvantage within the planning  ->
      system in Britain (and how these processes can be challenged) are         
      examined. A number of types of policy processes operating in British      
      planning are identified, and, drawing on a range of secondary and         
      primary data, the influence of black and ethnic minorities within these   
      processes are analysed. The paper is concluded with a review of the       
      possibilities for the continuing struggle to end disadvantage related     
      to 'race' or ethnicity in the planning system.
