Subgoal Selection

Given more than one goal to work on - which do we choose? STRIPS chooses the `harder' subgoal. The intuition is that given a conjunction of goals to solve then we might as well tackle the hardest one first. The judgement of a goal being hardest is somewhat trivial Here - we choose the one that requires the most work.
